Fancy Marina! These are floating docks, which are becoming more and more common. The piers are cement, the docks also have a cement covering - to prevent the problems with pressure treated wood splitting and disintegrating in the UV. Some docks put down Ipe, a tropical wood, but these guys opted for cement. It looks really nice and is supposed to be extremely long lasting. I wonder if the wave action won't break it up eventually, as it isn't a thick coating.
